Administrative History:
State student loans were an important factor in maintaining enrollment numbers at the State Teachers College at Harrisonburg during the depression in the early 1930s, during which time President Samuel P. Duke repeatedly appealed to the State Board of Education for increased student loan funds.

The ledger was maintained by Howard K. Gibbons (1896-1975), treasurer and business manager at Madison College for 41 years, from 1925 until 1966. Prior to 1928, the state student loan fund records were maintained in a receipt register of the Maintenance and Operating Fund of the College. After July 1, 1936, the records were transferred to a Burroughs Automatic Bookkeeping Machine.
